I am able to connect to Agency without any problems. (using IPV4)
Your log is showing that it is trying to connect using IPV6, have you tried to
see if you can connect using IPV4?

Your log is showing that it is trying to connect using IPV6, have you tried to
see if you can connect using IPV4?
I don't knowingly have IPV6 capability. I am assuming the DNS at my ISP
is default resolving to the IPV6. How would I force IPV4 usage here?

1/10 is now back up, the BinkD server had locked up so a restart sorted this one.
Solaris advises he's having some issues with his home fibre at the
moment. he hopes to have it solved Thur afternoon his time, until fixed the access to 21:2/100 may be an issue.

It looks like it's trying the connection via IPv6, are you able to try IPv4 to
see if that works?
