The best thing to do is get into the scene and take part - thats how you'll get the BEST artists to wanna do pieces for you.
DW released 30-some FREE ANSI packs that any sysOp is free to use... tons of great stuff, too - including an NES 1000+ line w/ so many GFX in it, along with other 'series' including cartoons, star trek, star wars, different holiday stuff - and they're all real good. Luciano Ayers is a great ANSI artist, who still runs the ANSI Garden @ www.ansigarden.com. There are both free to download and use themes/packs and/or you can hire him for a FULL BBS THEME from in between $150-450 or so - he is awesome and his work is top notch. Examples of this themes can be found @ Never Never Land BBS neverneverlandbbs.com:23, and others that I can't remember right now.
There are Discord channels for some popular art groups and 'scene' channels. You really just have to join, converse, and request LATER after ppl know you'll stick with it. Here are a few:

16colo.rs is a website you can visit that attempts to archive every ANSI pack from 1990 thru today. However, its very frowned upon to simply steal the work - especially not to modify and use. However, you might find some OLDER stuff and ask for permission if you find the artists in todays 'scene'. Furthermore, I'd be fibbing if I said I NEVER borrowed 20 year old pieces for ideas or otherwise.
Other artists that I know can be HIRED today are ZII and cXc (coaxCable) - they can be found around the scene, and at the aforementioned Discord channels.
