Trump must repay illegal import tariffs

According to Trump, the import tariffs generated trillions of dollars for the US state. The actual amount is 280 billion. Of that, 166 billion dollars has now been declared illegal. The importers can now claim their money back from the government.
That is very nice for them, but... They passed those import tariffs on to their customers, so how will the customers get the overpaid money back now?
The large importers are going to file their claims themselves. The small importers have a choice: incur costs themselves to get their money back, or sell their claims at a discount to lawyers who will then cash in on the claim. In that case, they will receive less than what their customers are actually entitled to. Moreover, all the time involved must be paid for as well.
In any case, the companies and individuals who paid the importers more will now have to go to court to recover a portion of the overpaid illegal import tariffs. This is going to be a years-long source of income for lawyers, and consumers won't be much wiser for it in the end.
They should thank Trump profusely for this horrific blunder and mess. But then again, if you appoint a clown as president, you shouldn't be surprised that you get the whole circus.
Meanwhile, Trump has announced new import tariffs. Import tariffs that could potentially be labeled illegal again in the future. You teach a monkey a trick, and it keeps doing it.
