that would be just wrong... it is meant to convey the
timezone of the system clock where the message is
written... if the system clock is in UTC, then TZUTC 0000
would be proper... east coast USA is TZUTC -0500 during
standard time and TZUTC -0400 during daylight saving...
this because it is the local system clock time that is
saved in the message header...
Nevermind. I communicated it wrong. But perhaps the tzutc could
reflect the time and zone, based on when *and* where, the author
actualy is.
So, Veleno's tzutc would make me appear in Italy, although I am
not. Where as, OpenXP's tzutc across my myriad of Boss systems
can pin-point my local time and timezone.
