The "owner" of that space can lend their permit to anyone they want.
If the owner can't make the game they can loan it to someone who
can. So long as the lot/space number match they're fine.
The only problem would be if someone lost their permit and reported
it then people would be on the lookout for it.
Sort of like someone buying a seat for a game, having the ticket
stolen then just wait till someone sits in that seat and check them
out.
Now the company I work for has nothing to do with these permits,
etc any longer, another company has that job.
What I do is being contracted, through the company, by the owner of
that one smallish lot, for traffic control. And that lot is privately owned and that owner sells spaces. There are around 40 of them.
And I am the only one from the company there. Lucky me.
IOW, someone buys a space, they are given a permit with the space
number on it, and its up to me to make sure someone who doesn't belong doesn't parks there.
After a game or two I recognise the owner and their vehicle and just
wave them on even if they may forget their permit, knowing they are
good. The only confusion to this is if someone buys a new car so they
are not waved on until I more closely check them out.
Now if someone who doesn't belong is in a space when I arrive I
will contact the lot owner and they could have that car towed.
The university puts warnings on cars on the high end stadium area
for several days before a home game to have it off the lot by 0800 game day or be towed. If on game day a car is in that space out it goes. (There are also signs at the entrance warning of

board, had a fleet of tow trucks "relocate" a bunch of cars.
I was talking to a group of people as cars were towed and this girl
came up saying she didn't think they would really tow. She found out
she was wrong. Others would complain as well and find out that yes,
they would be and were towed.

I watched as some of the adults would be standing around shaking
their heads and trying to hold back chuckles as these social media deprived kids were wandering about like zombies. :)
