sio2k is no good. try 1.60d instead
There are some people (myself included) that have to use SIO2K to get VMODEM working. VMODEM from SIO 1.60d crashes with an error in POPUPLOG.OS2 immediately upon startup.

Apparently it's an issue where the older VMODEM.EXE calls a function in TCP32DLL that is broken or missing in some versions of TCP/IP for OS/2. I've never managed to figure out exactly what version of TCP/IP for OS/2 you need to have for VMODEM 1.60d to work.
