From what I recall breading about it, it was a stripped down version for industrial or IoT stuff. Instead of a full desktop, it would be more of a simplified GUI and only the services needed to perform it's designated task. For example, a touch panel controlling a climate control system or an ATM machine could run off an ARM system and not need all the services neded for a desktop system or server to function.
Interesting.. I've heard about devices like Microsoft's Surface Pro X, which sounds like it's aimed at consumers and has Windows 10 for ARM with a regular desktop:
