This is basically the finger service. It runs to allow inter-bbs
communication by grabbing a list of users on your BBS. It's really low
overhead and not a significant problem.
If you stop the service, people won't be able to finger your server and
it'll probably mean they cannot use inter-bbs comms that requires it.
