• Notices sent to other users use the sender's language, not the recipie

    Notices sent to another user (short messages / node messages) are written in the *sender's* language, not the recipient's.

    When a terminal server user does something that notifies another user, the notice text is formatted in the sender's session, from the sender's text strings, which include the sender's `ctrl/text.<lang>.ini` translation. The recipient then reads it in the sender's language. For example, when a user whose language is Spanish sends e-mail to an English-speaking user, the "sent you mail" notice the recipient sees is in Spanish.

    Affected notices include:

    - `UserSentYouMail` ("X sent you mail"): e-mail, bulk mail, netmail, QWK/REP imports
    - `UserSentYouFile` ("X sent you a file")
    - `MsgPostedToYouVia` ("message posted to you via ...")
    - `DownloadUserMsg` / `FreeDownloadUserMsg` ("X downloaded your file")

    Expected: the notice is in the recipient's language (their user account's language setting), or at least the system's default language.

    A fix needs the recipient's language (and that language's translated strings) when the notice is written, or notices stored in a language-neutral form and formatted when displayed.
