    Seinfeld *did* have its share of reliance of character quirks:

    Seinfeld based some of his characters on characters from Jack Benny's
    radio and tv show.

    Kramer - the way he would slide into the apartment to announce
    himself and other physical acting, his gibberish and weird
    sayings;

    Rochester who called Jack during "the show" to ask about something,
    comment, etc.

    George - a bit neurotic and slow witted?;

    Frank Parker and later Dennis Day as the slow witted singer Jack always
    took advantage of.

    Elaine - gets angry easily;

    Mary, who always brought Jack back down to earth when he would start to
    be full of himself.
    Plus you had Phil Harris as the half plastered band leader who couldn't
    read music.
    Don Wilson who snuck in commercials at every chance. (It was worse
    during the early runs. Jack had General Tire as an early sponsor and the word "try" might be in a line. Don would jump in with something like "Try the new tire from ..." with a short ad t
    Jack had a host of characters who came and went over the years, mostly
    to put down Jack.
    The longest lasting was Frank ("Yeessssssss") Nelson who played all
    sorts of characters. And Mel Blanc who did the same.

    The deal with Mel Blanc (Si, Sue, Cy, So, etc.) and Jack Benny was
    classic.
