    When I was in charge of parking all new parking enforcement officers went through a week of training. I had written a 20 page manual which covered nearly everything they would need to know. There was also a one page "cheat sheet" which boiled all that dow
    The morning of their first day was a over view of their duties and review
    of the manual. Then it was hands on the rest of the day.
    Over the course of the week the information was given in more and more
    detail in the field.
    Anyway, at the end of the week everyone was given an essay test for
    almost everything they would encounter, along with a couple of trick questions.
    It was essay so I could find out what they knew and didn't know. If one didn't understand one area but did others I knew what area I needed to help them with and what to avoid to not go over stuff they knew.
    It was also a test of their thought process, "How did you reach that conclusion?" (If the answer was wrong I could see how the mistake was made).
    Open book doesn't allow for the process.
