docs/sexyz: document the new options and the ESCCTL fixes

sexyz.txt's usage block and sexyz.ini reference predate -y's send-side
meaning and the new -p, -n and -e options, and sexyz_changes.md still
named sexyz.c 3.5 and zmodem.c 2.6.

Describe SendManagement with each of its four values against what the
receiver actually does, since "crc" and "newer" are not self-evident,
and note that EscapeCtrlChars covers 00-1Fh and 80-9Fh with carriage
return included -- the omission of CR being exactly the bug just fixed.

The changelog additionally gains the receive-path speedup, the error
budget that never reset, and the two escaping fixes.
