like it would be a violation of their Terms of Service at a
minimum... and actual fraud/illegal possibly.
It's certainly against their terms of service, it states on their page:
"Family members living under one roof can enjoy up to 6 Premium accounts."
They do seem make some concessions for students living away from home for school or for kids who spend time between parents who live apart, which is probably why it's not closely monitored.
They did try to crack down on family plan sharing at one point by asking for GPS location, but that failed miserably for the reasons listed above:

They're still getting $15 /mo for the family plan so they don't have a lot of incentive to rock the boat.
TL;DL: Is it ethical? No. Does it work? Yes.
